CFNR Transport reviews one year of operation of the Rhine Port of Colmar Neuf-Brisach

Since 1 April 2021, CFNR Transport SAS, a subsidiary of the Rhenus Group, has been managing the SEMOP (operating company) of the Rhine Port of Colmar Neuf-Brisach. After one year of operation of the industrial port zone, a first assessment can be made and some projects announced.

For a period of thirty years from 1 April 2021, the operations of the Rhine Port of Colmar Neuf-Brisach have been entrusted to a SEMOP (Société d’Economie Mixte à Opération Unique), the capital of which is held 51 per cent by the Rhenus Group subsidiary CFNR Transport SAS, 34 per cent by the SMO and 15 per cent by the Banque des Territoires.

Jean-Marc Thomas, Managing Director of CFNR Transport SAS and of the SEMOP, looks back on the first year of operation: “The new governance has been implemented without difficulty and allows us to be confident about the future. As part of the planned investment programme, we have already set up an external storage area of 8,500 square meters and deployed a new IT management system.” Port traffic, consisting mainly of metallurgical products, minerals, construction materials and foodstuffs, has remained stable over the past year.

In the course of 2022, the SEMOP will acquire six wagons for the rail transfer within the industrial port zone and will renovate its administrative building. As regards the development of the EcoRhena ZAC business park, along the Alsace canal, the prefectural decree has been published and the first analyses and studies will begin shortly. Together with the local authorities and citizens’ associations, the economic zone will be developed by the SEMOP in order to offer investors pieces of land alongside the quay for commercial and logistics activities.

CFNR Transport helms the SEMOP of the Rhine Port at Colmar Neuf-Brisach

The SEMOP of the Rhine Port at Colmar Neuf-Brisach commenced operations at the industrial port zone on April 1, 2021. CFNR Transport SAS, a French subsidiary of the Rhenus Group, has thereby expanded its port handling operations into the Rhine basin. With its proven expertise in multimodal transport and port operations in the French Grand Est region, CFNR Transport was selected by the Syndicat Mixte de Gestion (SMO) as the principal shareholder of the SEMOP.

Within the new framework of public service concessions approved in late 2020, operation of the Rhine port at Colmar Neuf-Brisach was awarded to the SEMOP (Société d’Economie Mixte à Opération unique), a novel regulatory mechanism recently established in the waterways sector. The concession was awarded for a period of thirty years. CFNR Transport SAS has 51 percent shareholding in the SEMOP of the Rhine port at Colmar Neuf-Brisach while SMO holds 34 percent equity stake and Banque des Territoires has 15 percent equity. Operational since April 1, 2021, the SEMOP has taken over the port’s twenty-eight employees. Thanks to this innovative arrangement, a new era dawns for the Rhine port. In line with the concession agreement, two strategic objectives shall be implemented: modernization of the existing port infrastructure, including the heavy cargo platform, and development of the industrial port zone, in particular the ZAC EcoRhena along the Alsace canal. This is part of the Post-Fessenheim project led by the public authorities. The entities financing these investments, amounting to twenty-seven million Euros, include the Caisse d’Epargne Grand Est Europe, the Banque Populaire Alsace Lorraine Champagne Ardennes, the Banque des Territoires and the Rhenus Group.

“We are very proud to have been chosen to implement this innovative and longterm port and logistics project and to align our services as a major operator in port handling with local regional development in Grand Est. The support of our parent company, the Rhenus Group, has been crucial for its expertise in port handling across Europe and its financial strength for long-term investments”, says Jean-Marc Thomas, Managing Director of CFNR Transport SAS and of the SEMOP of the Rhine port at Colmar Neuf-Brisach.

CFNR Transport SAS economic operator of the Port of Colmar Neuf-Brisach

On December 23, 2020, the Syndicat Mixte Ouvert (SMO) of the Port of Colmar Neuf-Brisach validated the implementation of a new Public Service Delegation in the Port.

This will enable a new type of operator, a Société d’Economie Mixte à opération unique (SEMOP) associating the SMO, CFNR Transport and the Banque des Territoires (Part of the CDC), to develop and manage the Rhine Port for the next 30 years.

The Port of Colmar Neuf-Brisach currently employs 28 people with a turnover of 3.5 million euros in 2020. It offers high-performance multimodal services for an annual traffic of 1.4 million tons.

An investment plan of €27 million will enable the Port to develop its services based on its strengths.

These investments will be financed by private capital, state and territorial subsidies as well as bank financing arranged by a banking pool composed of the Caisse d’Epargne Grand Est Europe and the Banque Populaire Alsace Lorraine Champagne.

The implementation of the new contract and the creation of the new company will take place during the first quarter of 2021.

CFNR Transport and the Rhenus Group are pleased to participate in this unique port management and thank the SMO of the Port of Colmar Neuf-Brisach for its confidence.  With already a strong experience in port operations in Europe and France, CFNR Transport and the Rhenus group are confident about the future and the prospects offered by this new activity within the group.
